Possessing the ability to communicate and resolve conflicts cross-culturally is a valuable asset in the field of citizen diplomacy. Raymond Shonholtz has held these abilities and impacted many people across the world. Partners for Democratic Change has installed offices in over twenty countries to assist with conflict resolution through means of communication and understanding, strengthening the communities it works in. Partners was started in response to the fall of the Berlin Wall and the end of the Cold War because of the opportunity it presented to the West and citizens who wanted to reach out to the so-called "enemies" in the former Soviet Union and Eastern Europe.
